A new era in Australian aged care.
On the 1st of November 2025, the Australian aged-care system entered a new era. The new Aged Care Act introduces a rights-based frame work that places older people at the centre of their care, moves beyond provider-funding models, and strengthens accountability across the sector. The new Act is more than just regulations; it’s about improving the culture of care. It’s designed to shift the focus towards person-centred care, where the dignity, safety, and well-being of every older person are the priorities.
What’s changed?
Some of the key shifts organisations and care workers need to know include:
· A new Statement of Rights for older people, which highlights an individual’s right to make decisions about their own life, have their wishes respected, and access culturally safe care
· Strengthened Aged Care Quality Standards (ACQS) that better align with the new Act and place greater emphasis on person-centred care, governance, food and nutrition, clinical care, and a safe, inclusive environment.
· Changes to how older people access care, including broader eligibility, a simplified assessment process, and additional support programs such as the Support at Home program, and
· A Stronger regulatory model, with new obligations, worker screening, and conduct requirements.
At its core, the new Act is about upholding the rights, choices and dignity of older people, meaning care delivery, culture, and workforce training all need to evolve to reflect this shift.
What we’ve done at Kineo Courses
In the lead up to November 1stwe have added a range of brand new courses and course suites to support organisations transitioning to the new Act. These include:
· The new Aged Care Act – General Awareness - This short course has been designed to give all staff in aged care a general understanding of the new Act, and what it means for their day-to-daywork.
· Strengthened Aged Care Quality Standards Suite - This suite includes two key learning products. Strengthened Aged Care Quality Standards for Personal Care Workers and Support Workers is an all-in-one Course that provides personal care workers and support workers with a clear, practical overview of all seven Strengthened standards. For registered nurses, managers, and supervisors, we offer seven standalone courses, one per standard, which delve deeper into the requirements and responsibilities at a higher level.
· Incontinence in Aged Care suite - Throughout this three-course series, learners will explore the causes and types of incontinence, best practice approaches to assessment and support, and ways to create a care environment that upholds dignity and privacy.
As well as releasing new products, in response to the commencement of the new Act, we have taken a proactive approach to ensuring our existing library of eLearning courses reflects the new law, regulations and requirements placed on aged care organisations and workers. These updates include:
· Links and resources: We’ve audited our aged-care portfolio to identify where references, terminology or legislative links needed updating. Embedded links, fact sheets, external references and downloadable resources have been updated.
· Content revision: The course content has been amended to emphasise individual rights, decision-making, cultural safety and the provider’s responsibility to align with the legislation.
· Scenario updates: Interactive scenarios and case studies in our courses align with the new requirements, for instance, supporting older people in decision-making, respecting cultural identity, and responding appropriately when concerns are raised.
· Ongoing monitoring: We are committed to maintaining an ongoing monitoring process so that if regulatory guidance or sector policy updates after 1 November, we’ll roll those changes into our eLearning modules and alert organisations who subscribe to our maintenance service.
